Shortly after Gifu City was designated as one of the first "International Convention Cities" by the Ministry of Transportation (present Ministry of Land, Infrastructure, Transport and Tourism), the Gifu Convention Bureau was founded under the auspices of Gifu Prefecture, Gifu City, the Gifu Chamber of Commerce and Industry, and private companies in May 1988, after which it was approved by the Ministry of Transportation (present Ministry of Land, Infrastructure, Transport and Tourism). In April 2002, the bureau was integrated with the Gifu Tourism Association and changed its name to its present form

The purpose of the bureau is to promote convention business and tourism in Gifu City as well as to contribute to mutual understanding in the world, to activate regional economies, and to stimulate cultural exchange. To accomplish this purpose, the bureau invites and supports conventions and gives publicity to International Convention City Gifu by fully utilizing local industry, technology, culture, and history in Gifu City and the surrounding area

3. Improvement of environmental standards concerning tourism and convention business
4. Publicity, advertisement, invitation and local cooperation for promoting tourism
5. Support for the tour boat business operated by Gifu City
6. Other necessary activities to achieve the objectives of the bureau
